I have managed to keep alive a very young pine seed, it,s height now is 12cm most of that being a young candle, i feel its about the right height to have a new branch do i pinch off the candle at the tip where new buds will appear next year or leave it and the branches will develop on there own.

I would leave it be and let it dictate where the branches will go. Letting it grow without pruning will allow it to thicken quicker, also by pruning it so young it will lose a bit of vigiour and not develop so quickly.
