If there are red blisters on the leaves, take them off and burn them. If its just a local colouration, don't let it worry you.

A word about over watering. Your planting medium should be sufficiently free draining to remove any chance of this.

it seem to just be local colouration as the leaves fade from red in the center to light green..this is only on new growth..i was just unsure weather or not that's the way they grow with elms or if its a season thing..haven't had my tree long so there is still allot for me to learn and discover..i want to keep my trees in the best of health..and i will only be happy when i know that I've been able to keep my trees alive through 4 seasons, i think i will be much more confident after that..
thanks for all your help, i live in the middle of nowhere and there isn't a bonsai place nearby that i can get advice from, i have several books but none seem to cover areas of problem solving in any great detail..
