Are they moving, even very slowly? If yes, then you have some sort of critter, perpahs aphids with can be eradicated with a spraying of soapy water.
If they are not, then you might have a fungus such as botrytis or even mildew caused by the moisture that your tree needs. You can remove the offending leaves or treat it with a fungicide. |
